I don't grow under lights now. I think people tend to use a daylength of 8-11 hours in winter. Many plants are triggered to flower by longer nights, and short nights prevent them from blooming.

It's not any harder to grow than other intergeneric Oncidium hybrids. 55% humidity is fine. It will probably grow when it gets warmer. By the way, 15 hours of artificial light is more than you need...

I grow most Bulbos in plastic trays or food containers with no drain holes. I put a layer of LECA on the bottom, then sphagnum moss. I use RO or rain water otherwise minerals would build up quickly....

Note that this is an orchid species. The second name should not be capitalized: Phalaenopsis bellina. Names of hybrids are capitalized: Phalaenopsis bellina x Phal. violacea is Phal. Samera.
