Default Which type of new roots to signal okay to repot?

I’m eager to remove this cattleya from the basket into a clay pot. I see new annual root tips starting on the general root mass but no emerging new roots from the new growth eyes. Are these a signal that I can repot as new roots are soon to come or should I wait until the new roots start on the new growth?

This once robust cattleya has been declining since February. Healthy leaves just go yellow.

Photos below of annual root tips waking up, a swelling new growth, and the full plant. Lastly, when it bloomed in happier times.
