That's an interesting photo...this is a keiki I took 3 years ago from a NoID Phal my mother has.
It has giving me only one bloom per season but this time it is giving me two from last years spike. By other hand, it hasn't grown any new leaf this year.
It's interesting because it's still so tiny but the sepals and the littler horns are already visible.

I'll bet that the end bud will not develop into a complete flower.

Do you mean the smaller one, right at the tip of the spike?
Yes, I agree...they never do it! That's why I wrote it will give me two blooms this year.
