Default Phals and new leaves

In my never ending quest for culture information for Phals I came across a web site yesterday that said:
"As well as a cool down period, a Phals newest leaf must reach mature size before the plant will spike."
Has anyone noticed this with their Phals? True? False?
Maybe? Ineresting thought if nothing else.

I would carry the motion that this is false. I have a Phal on my lanai and it has sprouted three new leaves and has yet to spike.
