The only thing I see is a relatively new growth with a couple of new roots growing. I do not see the start of a sheath inside the new growth. A sheath will look like a leaf starting inside the growth.

Hmm... not sure if I'm seeing this properly ... What I think I see is the sheathy/sarong material ( the stuff that covers the pbulb, eventually dries up and peels off)...

I don't think your type of Catt is the type that produces a secondary sheath for flowering. I mean as a p.bulb grows and the pointy sheathe which are going to be future leaves unfold there will be a flower bud inside if there isn't that means there won't be flowers. That bulb will not send up another sheathe. I hope i am explaining it perhaps other experts can understand my description and explain it better.
I'm a bagged orchid buyer, do you remember what the description was on the package? I have had some good success with those orchids.

My cats (four legged) love to pull the plastic tags out and swat them around. I won't know which one this is until it blooms. I never found the tag for this one. I have the picture that come stapled to the bag, so I can figure it out once it blooms.
