Default Mini phal confusion

I'm taking a look at this mini phal today (deliciosa x chibae) because I was concerned about root rot (there were some bad roots). I've noticed this before but now with repotting I'm bemused about what to do- what is the extra leaf growth off to the side? If I try to seat the main crown appropriately, it buries those leaves a bit too much.
