roots or leaves

which one come first? i know it depends on where they are growth stage wise, but one of my phals is producing both a leaf and a root, but my other looks as though its putting out a new leaf but no roots.
i should note also that the second has only one good root. is this normal?

If it is putting out a new leaf a new root is also on the way. It means it is healthy and has enough energy stored up to produce vegetative growth. They will put on new leaves and roots at their convenience. No rhyme or reason sometimes. Pics if you please.
