What's chomping on my Phal leaves?

Hi everyone I have noticed that something is chomping on my Phals and African Violet's leaves (I think, that's what it looks like to me, anyway). Whatever they are, they're sucking the chlorophyll out. I have taken everyone outside and sprayed them down with neem oil, but I'd like more of an idea of what I'm dealing with and whether or not this treatment is sufficient.

Also, I've noticed one of my phals' leaves is starting to turn yellow at the edges, and I'm not sure why. Any idea why this happens? Is it strangely related to my chomper?
