This particular cross has not been registered. First, it needs to bloom. The originator would have the first right to name it (and usually they do, since they have many of them, they're likely the first ones to see the flowers) If they don't name it and it gets awarded, the owner of the awarded plant might name it (if they're nice, they'll ask the originator for permission) On the registration form, if the person registering the name is not the originator, there's a question about whether the originator was contacted. But the form also wants a photo - so first it has to bloom at any rate.
