I would suggest to not cut anything! Too hard to tell what is good and what is bad. Just rinse the roots well before repotting (if you must pot... Tolumnias really don't like pots.)

Tolumnia with desiccated roots
Default Tolumnia in net pots with dry Leca

This experiment with net pots and dry leca seems to be working. Every morning, they get soaked with a 50~75 ppm feeding. They have 12 hours under led lights, and two small computer fans are on 24 hours a day.
