Kelp extract / kelp meal?

Hi! Sorry if this has been answered, I couldn't find it by plugging in a bunch of different search versions :/

Anyhoo... I apparently have been using KLN that may or may not have expired in 2016 ..... so that got tossed. I have kelp MEAL that I've bought for other gardening purposes but then looking around i was seeing the kelp extract being touted for the root stim instead of KLN/superthrive (still have some superthrive too i think...), so the question is: can i just use the kelp meal instead of extract? if so, how, since when i tried to mix it it just seems to float in the jug then settle out? (I use a gallon water jug so it's super visible when it settles out and goes nowhere)
