I have several sizes available, then pick the new pot when I take the plant out of the old pot. You want a pot that holds the old roots with not too much extra space.

Repot it. Hybrid Phals are tough. If you want to use that pot, just put some styrofoam peanuts in the middle, or a few marbles, etc, if you're worried about pot size. Yes, soak the bark first, and don't use a lot of the fines in it if your bark isn't well-graded. When those green roots start to get silvery, water again.
