masdevallia not blooming well

I have a large orange Masdevallia called Andean Prince, which appears to have Veitchiana in it's background. It is very healthy and vigorous, so I am wondering why it has been only slowly getting the odd flower on a spindly stalk. I have read that they are low light plants, and I give it the same light as my phals. I'm wondering if I'm fertilizing too much? How often should I fertilize?
