We can not see your entire plant in the photo, but it does not look big enough (old enough) to flower. When it does flower the spikes will come much higher on the plant.
This low it is either a root or a basel keiki.

In Washington I would think your Vanda will need almost 100% sunlight to flower (7-8000 foot-candles). In addition it will take daily watering and looks of fertilizer at least once a week.
