I've been using this in my balcony containers, don't really have anything to compare it to.

I tried doing a control test for some aquatic floating plants, 2 frogbits, did not notice much of a difference in the container with vs. the one without.

Maybe it's just snake oil, or maybe it doesn't work for aquatic plants.

Or maybe the synthetic hormones have expired.

The chemicals used in those concoctions are quite unstable, especially in response to light and heat. A newly-manufactured batch, if kept cold and dark (I refrigerate the stuff I resell), is good for about a year. At room temperature, more like 6 months, and if kept in the greenhouse or growing area for convenience sake, maybe half that, at best.

Not to mention that one likely gets material that has been in the supply chain for a while, so that clock started ticking long before you got the bottle.

You think if it expired in 6 months the product would have it on the label. But I guess Vitamins do expire.

It's not the vitamins that I am referring to, it's the synthetic rooting hormones, IBA and NAA.
