I'm sure someone with more under-lights experience will chime in, but I'd guess the distance between those fluorescents and the bench of plants is about 2x too great.

the plant in the basket is stanhopea embreei . I thought it had 2 inflorescence but checked today and another has showed. . I'll post a pick when it blooms . RAY about the lights i have a 400 sodium in the center of those but it's cut out of the picture and i get about 2500 foots per candle all over the growing area and the plants seem to grow well .
