Those back bulbs that are yellowing just look like the plant is absorbing the nutrients out of them. I wouldn't worry about it and wouldn't cut them off until the the plant has taken those nutrients...

Generally you only want to repot a Cattleya when you see new roots coming out of a new growth. I'd wait until then to make a division or even repot.

I think any media described as "mossy sludge" should be removed quickly! In addition to what is described above, you might have to consider cutting the developing spike if the roots are rotten....

It might just be an old bulb whose time has come to donate it's resources back into the plant. Keep an eye on it, but I don't think it's necessarily going to cause a problem.
