I'm actually surprised they survive at all up there. Maybe if they were in a warmer spot, nearer the coast they'd do alright. Do they look stunted? When they're happy, they grow like crazy here....

I believe that's because you're beyond the northern limit for Redwoods. They're native only to the very southern coastal part of Oregon. Portland's winters are probably too much for them.
