Looks like a keiki and root, it's a good combo, many time keiki takes months to put out roots, you got one with root already so it should speed up the process.

I think your phal is pretty healthy, if you did cut the roots, i recommend let it dry up first before watering it. Also, with phals, wait till the root turns white/silvery color before you give it...
