Default slow growing of seeds

This is my grow box


I've problems with it because seeds are very slow to germinate (more than two months to see some movement).
I'm sure that's not a temp. problem (is fixed at 26°C) and 2 PC fans moves the air to uniform the temperature into the box
Light is switched on for 12 hours a day and are a saving lamp of 11W (like a 75W incadescence lamp) and a fluorescent tube of 18W with 10.000 °K.
The growing media are P669 and W2.5 from OSP. I'm happy because at the moment I've no contamination in the flasks but nothig happens.
What's wrong????
Maybe the light??
Please help me understand wher's the mistake.

I cannot claim to be an expert, but what kind of seeds are they? The germination time varies greatly among genera and with the viability of the particular hybrid.

I had some paphs once that took over 6 months to germinate and then grew very slowly after that.

Thank you Tindo...the setup is a secret ...sorry for the joke.
the box is completely made in 2.5 mm. thick wood panels.
Inside is insulated with a 6 cm of polystyrene panels (to increase insulation); at the bottom I've fixed a glass panel for two reasons:
first is easier to fix the suckers (hope is the right term) of the serpentine cable for heating.
second the glass is a well heat conductor ad that help to decrease the power consumption.
The serpentine is controlled from a thermostat fixed to 25° C.
For the light I use a fluorescent tube that light the flasks 12 hous a day (with timer).
If you need more information don't hesitate to ask me.
I hope not to have made too many errors.
