Put the fan inside or on top blowing in? No vents down low.
 

If I use a standard aquarium with openings only on the top, should I put a small fan on the top blowing in to circulate new fresh air in or put it in the aquarium converted to terrarium?

Most people put a small fan inside to recirculate humid air, rather than blow in less humid air.
