Default Paphiopedilum stem too long for roots to grow

I have a paph, which is in bad shape. It's never bloomed and has grown so many leaves over time that the stem is about two inches from the roots. It has created two baby fans, but they are so close to the roots it's impossible to pot this guy, and have one have moisture without burying the other. It can't grow new roots because they would never touch the media. It has lots of green nubs along the elongated stem , as if it's realized it cannot grow roots so it s trying for fans. I will attach a photo, please advise..should I seperate the baby fan? Should I cut the stem, leaving now roots and hope it will make new ones?

Wait for a second opinion, but I would separate the baby fan: it looks like it has its own root system that can be separated with it. Then Id find a narrow but deep pot and repot the main plant up to the bases of the leaves. The baby can either be repotted with the main plant or potted separately.
