Frequent neem (or any other oil) application can damage any leaves. It blocks the plant pores until it washes off. It's suggested not to use it more than once every 2-4 weeks.

Cinnamon powder can damage leaves and roots. If you used cinnamon powder on the leaves, that might be the cause. I would only use cinnamon powder directly on a cut surface to prevent infection. In practice I never use it.

Cinnamon oil in water is an antifungal agent. But I don't think you have fungal issues.

Fungal or bacterial diseases are extremely rare unless humidity is regularly very high, or ambient temperatures are incorrect for the plant. People growing outside a greenhouse or terrarium will only rarely see infectious problems. Various leaf spotting and death of growths is almost always a cultural problem, not an infectious problem.

When you see leaf spotting, a fungicide or sanitizing agent should be far down the list of treatments. These chemicals can damage plants. Check the cultural conditions first.
