Watering the way you describe wouldn't do that. Your watering method is appropriate.

Constant 70 F / 21C is nearing the lower range of what Phals tolerate. They are warm to hot growing plants much happier at higher temperatures. The thermostat might be set at 70 F but the areas nearer the windows might be cooler.
