Gatorland is less expensive than the big theme parks and has a nature trail section. The little one might enjoy the splash pad and train, and there's plenty of gators and critters to intrigue the bigger one.
Here in Seminole County just north of Orlando, there are several hiking trails, and you can rent a kayak or canoe to go out on the Wekiva River. That would depend on the 4 year old though. Too bad the Senator (super humongous bald cypress tree over 2,000 years old) got burned down, but there's still a biggun at its park in Longwood- a very short trail but a nice place to bring a takeout lunch. Plus there's a zoo near the river.
Playalinda Beach in the Merrit Island Wildlife Refuge by the Space Center is a lovely stretch of dunes and sand, with a birding trail to drive through and lots of wildlife. Avoid the north end of the beach with the little ones, it's traditionally nudie. (stay below parking area 8 I'd say).
There are several places you can go on an airboat ride through the swamps. Jolly Gator and Lone Cabbage Fish Camps... once again, this may depend on the little one.
