I can't really see from your photos the regrowth you are talking about on Onc Rosy Sunset. As Sonya points out, Oncs usually don't rebloom or do anything from spent spikes. However, having a Rosy Sunset myself, I can tell you that this is one hybrid that seems a bit more prone to do just that. In my case a tiny subspike grew off the side of an old spike. It's not much, just one subspike that carried 5-6 blooms. I won't say it's a regualr occurance (I've seen it twice in the 6 years I've had my plant), but it does happen.
As for your other plant, a side photo would indeed by good to see. My small Oncs like that tend to have their bulbs buried in the center of the growth, covered by the leaves.
