Desiccation due to winter winds could be an issue. Not sure what may be the best way for you to protect from that.

You will need to scroll down about 1/3 of the way. There is a post about keeping a Japanese maple alive on a balcony in Colorado that may be applicable to your scenerio.

Strawberries would be great on your balcony rail. You could easily find troughs or brackets for planter boxes. They could be wrapped with insulating fabric for winter and tucked in a corner.

Also, Chicago Botanical Garden has an amazing Resource center! They have lots of info on this topic, I am sure.

It is pretty windy where I live. Mine does get snow in the winter which might help.
