Oh, wonderful! I didn’t catch that the “no blooms” was just about the rehabbed ones. Glad you’re having success with them! Phals are my favorite.

Just bury the necks so they're below the freezing zone. They're hardy almost to zone 7 with mulch. You don't need to mulch. You will lose leaves in freezes but they'll grow back.
