Wow. That is a really odd structure on the top sepals. Like two different flowers!?!

An Oncidium? Colombia Male

Definitely part of the Oncidium alliance, I would guess either an Oncidium of the section Heterantha or some sort of Erycina/Psygmorchis. Having said all that, none of the former Psygmorchis species (now lumped into erycina) have pronounced pseudobulbs like seen here (as far as I know, I could be mistaken) and I couldn't find any of the "original" Erycina species that matched. Unfortunately the taxonomic mayhem of the Oncidiinae makes it hard to look things up for identification.
