it's more of a "it's safe to repot" than a "it's time to repot." the new roots will make up for any old roots that are stressed/damaged from the repotting. this is really more important for plants like cattleyas, which send all their roots out in one burst (per growth i mean) - if you repot at the wrong time, the orchid could be under stress for a while before a new growth comes along and supplies some new healthy roots.

tl;dr: if you want to repot, now is a good time.
