I second Roberta, it looks like the last leaf will drop soon. The mini Phal I lost to crown rot did the same thing. I didn’t throw in the towel on mine until all the leaves had dropped and the roots died. The only thing I could think of was that I may have splashed some water in the crown but really had no indication of trouble until it pretty much fell apart.
You can try unpotting yours and see if there is any healthy stem tissue and a healthy root system below the lower leaf. If there is, you can try applying some peroxide to the rotted top, dry, and apply some cinnamon. Then, repot in suitable substrate and cross your fingers.

For reblooming, are these healthy plants with good root systems? Have you repotted them since purchase (most need it)?
For healthy Phals, good light and exposure to lower temperatures should trigger blooming. You want them to be in a location that gets bright indirect light most of the day and experiences an average temperature drop of at least 10 degrees for two weeks. My Phals get this on my windowsills. Being next to the glass gets things cool enough in winter to trigger blooming.
