There are two varieties that are called Buddha Belly here in south Florida, And yes, it is because of the swollen sections. I have one that is about seven years old, the sections are two inches long but very swollen.
Bambusa ventricosa
and
Bambusa vulgaris 'Wamin' (the true dwarf budda belly)
[EDIT] You have to stress the ventricosa to get it to bulge. By stress, it means starve it of water.
I recommend getting the "Wamin" as it not only always bulges, but as a dwarf, will only go to 15', not 55' like ventricosa does.
