Is it already dissolved in water? (If so, you're paying a lot for water...) Ray has a calculator on his website to calculate the nitrogen level. In general, orchids need only a little fertilizer since they grow slowly. 50 ppm N once a week, or even a little less, should be sufficient. Fertilizer is the least important of the cultural factors. Your plant looks healthy, I suspect it just needs a bit more time to mature. Maybe a bit more light.
Well, after years of waiting, my Blc. orphan has finally bloomed! The inflorescence has just two flowers (hey, it's a start!) that are pale, almost ghostly yellow (paler than in the photo, curiously).
