Default Dormancy in a Monnierara Millenium Magic

So I purchased this a few weeks ago. It was lost in the mail for a few weeks. The seller said it would be fine because it would just be in its dormant stage.

I got it today and the new pseudobulb looks quite young and like it is still growing. The leaves are starting to yellow (probably due to being in transit since Oct 29th) but it is also sprouting new roots.

So water it or not? Repot it or not? There is quite a bit of algae in the moss and the paper towel that wrapped it has started to break down and is stuck to the plant.

That pseudobulb is pretty small to go into dormancy. I would drop the whole thing into a pot, surround it with medium, and keep it moist, hoping to see some more development of that growth. If it wants to go dormant, it will do so, but I wouldn't do anything to hurry it.

Also, I wouldn't order from that vendor again if they don't know enough about Catasetums to tell an actively growing bulb in the early stages of growth from a dormant one.

Is it possible that growth began in the box in transit?

I sent a photo and let the seller know if had arrived. He said the growth was only about an inch long when it was mailed. It was in transit about 2.5 weeks coming from Hawaii to Texas.
