Default Elizabeth Ann Buckleberry

Hello.
I have now had a Bulbophyllum/cirrhopetalum Elizabeth Ann Buckleberry for about 1.5 years. It hasn't done much. I have tried many things to get this orchid to grow.

Its current spot (has been here for 2 weeks now) is 7 inches under a 2ft 4 tube high output t5 grow light. Its in a shallow clay saucer. Large rocks form the bottom then live Spag/mixed moss growing around the rocks(always kept moist/wet). It has great airflow and 70%+ humidity. Think is is Ideal for this orchid?

I have gotten many mixed reviews looking back on older threads.
