Question Bulbophyllum (Hyalosema) Grandiflorum won't bloom

We have had a plant for several years - it grows well, has good colour and generally seems to be doing well but, it has never bloomed for us. The plant is in a 4" pot (which it has almost filled); we keep it in amongst our Phals - it gets a fair bit of natural light, and temps in the 22C to 18C range (indoors - it summers outdoors in a shaded spot). It is potted in medium bark with moss added to retain moisture.
Any 'tricks' we could use to get a flower? We would dearly like to see a bloom on this one!

When in doubt I always increase the light. A lady in my society grows a number of bulbo's and she just moves the into brighter and brighter light until the leaves begin to burn then backs them off just a bit and her bulbo's bloom like crazy.

We give it a half solution of fish emulsion once every week. Every fourth week, plain water. Since we are growing in our home, we usually have to water twice a week during the winter (the house stays at about 20-25% rel. humidity). It may be a little too dry. The pseudo bulbs are a bit shriveled. It is in a bark and moss mixture 2/3 bark 1/3 moss.

It had mites but I think they are under control after spraying with safers soap.
