What does it mean if the paperlike cover of the pseudobulb is dark rather than white?

It is kind of hard to judge without seeing a picture. You might have to post a few times before being able to upload one unfortunately. I'm assuming you are talking about an old outer leaf that has dried up but is still clinging to the pseudobulb.
It might just be natural (on some plants they turn dark brown instead of the sandy or whitish colour), or it might be an indication of rot. Does it feel dry or is it wet and soft/squishy to the touch? Does it have an earthly or unpleasant smell?
If it is completely dry then it is probably just normal and nothing to worry about.
If it is wet or soft and smells, the leaf might be rotting. Peel it off gently and check if the pseudobulb below it is still healthy green, especially at the base. Be careful though, sometimes there are roots or new growth growing between the base of old outer leaves and the pseudobulb.
