Well... the answer to the question "can I cut it?" is yes, phales are monopodial just like vandas and I have cut vanda's that were just too big. Your plant looks like it has enough roots on the stem that would allow it to recover after surgery. I have never cut a phal or seen anyone considering and or actually cutting a phal cause its too big. My opinion is it would be a major mistake... in Taiwan they shade phales for several years to block the bloom in order to save enough energy to get them to the point of putting out a monster bloom spike... and those plants look kinda like yours, You must be doing a lot things right to get your plant to that size... BTW, do you have a picture of the bloom of this plant?

I've attached a photo of it's bloom.. Last time it wasn't that big, I have the feeling the next one would be monstrous (in a good way)
