Please help my Phal roots
I am a brand new orchid owner. Just bought my Phal 2 weeks ago. Reading some info last night and decided to have a look at the roots. There are some white mushy ones. What I am concerned about is that even the green healthy looking ones look yellowish white bear the base of the plant. What should I cut? Can it be saved? Blooming beautifully but one leaf has started to get a spot. Thanks for any info.

I only see three root tips that I would consider dead. They would be the dark mushy ones like at the left center of your photo. These can be removed before repotting (just the mushy tips, slightly behind the mushy part).

I really don't see anything that absolutely needs to be removed. You could remove some of the browned root tips, but could get away with just repotting as-is.
Repot into orchid bark medium in a plastic or terracotta pot with good drainage. The base of the plant should be at or slightly above the top of the bark in the pot when you are finished. Water the bark & roots thoroughly at the sink, let it drain, don't water again until the plant is nearly dry bit not quite (usually means watering once or twice a week).
Regarding root color, the roots are green only if they are exposed to light. Perfectly healthy roots can be white, yellow, even light brown if the are down in the bark (or moss).

Those are healthy roots (maybe a few spots here or there are not). The ones that are white just have not been photosynthesizing so they don't have "awake" green chloroplast cells. Its kind of like how they get white asparagus. They keep the light from it. All you need to do not is to re-pot in a pot that will let some sunshine in. I buy clear plastic tumblers at the dollar store and drill drain holes in them and then fill with a hardwood, lava, or big bark mix. (Just a tip for getting cheap pots the easy way)

Welcome to the forum! I agree that most of those roots look very healthy. Orchids are forgiving, and if you are attentive, you will learn what works for your plants, and what doesn't. That's part of the addiction of these fascinating life-forms! Don't be afraid, just do a bit of research and be patient as your plant responds to your care. It will put up with more abuse than you might think.
