Root/spike that never materialized?

Hi! Dumb beginner question here, what are these two green spots/nodes(?) on my Phal? Are they roots that decided to stop growing or are they an indication of where flower spikes emerge? I haven’t seen any movement from them for a couple of months. Thanks!
