Almost all Phals flower the same so this advice is for yours and most other Phals.
Phals normally only bloom once a year.
They flower when the nighttime to daytime temperatures drop 15-20 degrees. Best is 80 degree days and 60 degree nights. The shortening daylight in the fall and winter are also factors in producing flowers.
most probably you keep in in an area that was too consistent in temperature. Daylight will take care of itself, but if you have a long day of artificial light it can be a factor.
It is also possible that your temperature is very different from the nursery where it grew. When this happens you can lose a seasons flowers. It happens very ofter if the Phal was bought in bloom during the summer months. These plants were heated during the winter and cooled with air conditioning to trigger flowers in the summer months.
This is done to have a steady crop fro sale, but forcing them out of season may take more than a year to get back in rhythm.
Light levels is often the cause of orchids to not flower, but Phals in a pot need very low light levels. You could move it nearer a window which would raise the light level and usually be cooler at night.
You probably will not see flowers until Dec-April
