As estacion mentioned, the leds wouldn't need switched out yearly...they should last several. For phals though...the cfls should be perfect. And since they are lower light plants...your spacing is most likely fine AND i wouldn't go less than 12" initially and watch how they do. Too much too soon might burn them. Better to take it slow.

In all cases, you should focus on the true wattage, not the so-called "equivalent" wattage, as what is equivalent is how bright it looks to the human eye, not how much light it actually puts out that is of value to the plants.
