Cam, We have very humid summers, which can cause alot of problems with certain roses. Because of this I only grow roses in FULL sunlight now. The morning dew and the high humdity is enough to create fungus and black spot. I use baking soda (cow brand) and mix in dish soap - 1/2 teaspoon of BS to 1 teaspoon of dish soap, to 1 liter of water.

Spray at nite when its the coolest, you also don't want the sunlight to hit it for a few hrs. Night time is best (imo) This mix will not take away the fungus but control it, aswell as the pest problems you might be having.
Once per week or every 10 days should make things much better. It's cheap but it works!!!
